24.1 To establish a just social and moral order

(They are) those who, if We establish them in the land,
establish regular prayer and give regular charity, enjoin
the right and forbid wrong: with Allah rests the end
(and decision) of (all) affairs.

24.2 Shura (Consultation)

(The Believers are) those who respond to their Lord, and
establish regular prayer; who (conduct) their affairs by
mutual consultation; who spend out of what We have
given them for sustenance ...
Ch 42: V 38
It is part of the Mercy of Allah that you deal gently with
them. Were you severe or harsh-hearted, they would
have broken away from you: so pass over (their faults),
and ask for (Allah’s) forgiveness for them; and consult
them in affairs (of moment). Then, when you have taken
a decision, put your trust in Allah. Verily, Allah loves
those who put their trust (in Him).

24.3 Punishment for tumult and oppression

The punishment of those who wage war against Allah
and His Messenger, and strive with might and main for
mischief through the land is: execution, or crucifixion, or
the cutting off of hands and feet from opposite sides, or
exile from the land: that is their disgrace in this world,
and a heavy punishment is theirs in the Hereafter.
